Second reading

The second reading in the Sejm consists in the presentation of a report on the bill, a subsequent discussion and the introduction of possible amendments. The persons entitled to propose amendments are the Deputies, the movers themselves and the Council of Ministers. The Marshal of the Sejm may refuse to put to a vote any amendment which has not previously been submitted to a committee. Subsequently the bill is usually referred back to the committee so that the latter could take a stand towards the suggested amendments and motions.
