W czwartek (24 października) w Rydze odbył się III Parlamentarny Szczyt Międzynarodowej Platformy Krymskiej. Polskę w wydarzeniu reprezentował marszałek Sejmu Szymon Hołownia. – Naszym zadaniem jest to, aby z tego właśnie miejsca wysłać światu właściwe słowa. Słowa szacunku, a nie słowa nienawiści, słowa miłości, a nie słowa przemocy. Takie spotkania to słowa, ale słowa są kluczowe, bo od nich zaczynają się działania – powiedział w trakcie swojego wystąpienia Marszałek Sejmu.
– Słucha nas cały świat, nasze rządy, nasi prezydenci będą podążać za tym, o czym będziemy dziś mówić. Jesteśmy głosem naszych parlamentów, ale również tych, którym ten głos odebrano, a zwłaszcza parlamentu Krymu, Medżlisu Tatarów Krymskich, który został tego głosu pozbawiony przez rosyjskich okupantów – stwierdził Szymon Hołownia.
Marszałek Hołownia podkreślił, że wojna w Ukrainie zaczęła się w 2014 roku. „Jako Europa przespaliśmy pierwsze 8 lat tej wojny” – mówił.
– Krym jest ukraiński, a to, co robi Rosja obecnie na Krymie jest zbrodnią przeciwko ludzkości – ocenił. Nawiązał także do wysiedleń Tatarów krymskich z Półwyspu Krymskiego do Azji Centralnej w 1944 roku i przypomniał, że w lipcu tego roku Sejm podjął uchwałę, w której posłowie uznali, że deportacja Tatarów krymskich z Krymu w 1944 roku i jej konsekwencje były aktem ludobójstwa na narodzie krymskotatarskim. W tym kontekście Marszałek Sejmu zachęcił również pozostałe parlamenty do przyjęcia tożsamych stanowisk.
Marszałek Hołownia podkreślił również, że uczestnicy spotkania w Rydze stoją po właściwej stronie, w przeciwieństwie do delegacji biorących udział w szczycie państw bloku BRICS w Kazaniu. – Jeśli nie wiecie po której stronie stanąć, zawsze stójcie po stronie ofiary, nie agresora – powiedział.
– Nigdy nie powinniśmy być zmęczeni pomaganiem Ukrainie i nieustannie wspierać ją na drodze do NATO. Ukraina powinna być członkiem NATO tak szybko, jak to tylko możliwe. Cierpliwość, wytrwałość i konsekwencja – to jest recepta na pokój dla Europy i to jest recepta na bezpieczne następne pokolenia obywateli Europy – oznajmił.
Przesłanie do uczestników szczytu wygłosił prezydent Ukrainy Wołodymyr Zełenski. – Chcemy zakończyć tę wojnę i mieć pewność, że żaden inny kraj nie podejmie podobnej agresji. Dlatego musimy być zjednoczeni w obronie prawa międzynarodowego. Współpraca w ramach Platformy Krymskiej jest prawdziwym dowodem naszego zaangażowania – powiedział. Jak podkreślił, w odróżnieniu od przedstawicieli państw biorących udział w szczycie BRICS w rosyjskim Kazaniu to uczestnicy Platformy Krymskiej w Rydze są po właściwej stronie. – To, co tu się dzieje, to demonstracja naszego przywiązania do wspólnych zasad i wartości. Dziękuję za wsparcie i wkład w walkę o sprawiedliwość – zaakcentował.
Głos zabrał także zastępca przewodniczącego Medżlisu Tatarów krymskich Nariman Dżeljal, który wcześniej, w wyniku nielegalnych działań Rosji, został pozbawiony wolności na Półwyspie Krymskim i skazany z naruszeniem prawa międzynarodowego. – Liczba uczestniczących w tej platformie państw pokazuje, że Rosja przegrała i nie udało się jej osiągnąć zamierzonego celu. To nie jest akceptowalne, że jeden kraj decyduje o losie i życiu obywateli innego państwa – mówił. – Dziękuję wszystkim przedstawicielom państw, którzy są tu obecni i tworzą Platformę Krymską, wspierają Ukrainę i ukraińskich Tatarów w staraniach o przywrócenie naszych praw i możliwości do życia na naszej ojczystej ziemi. Jestem wdzięczny za uznanie deportacji ukraińskich Tatarów w 1944 r. za ludobójstwo. Wierzę, że parlamenty kolejnych krajów przyjmą podobne stanowiska – podkreślił.
Szczyt w stolicy Łotwy był także okazją do spotkań w formule bilateralnej. Marszałek Sejmu Szymon Hołownia odbył dwustronne rozmowy z przewodniczącymi parlamentów m. in. Szwecji, Turcji, Albanii, Portugalii, Norwegii.
Na zakończenie czwartkowych dyskusji czestnicy szczytu przyjęli wspólną deklarację, w której mowa jest m. in. o uznaniu deportacji Tatarów Krymskich w 1944 r. za ludobójstwo. To właśnie z inicjatywy Sejmu ta sprawa została wpisana do dokumentu i znalazła poparcie wśród uczestników III Parlamentarnego Szczytu Międzynarodowej Platformy Krymskiej.
Omawiając przyjętą deklarację Marszałek Sejmu podkreślił, że „jest ona zobowiązaniem dla każdego z nas do wspierania Ukrainy we wszystkich wysiłkach międzynarodowych, które doprowadzą do powrotu jej integralności terytorialnej”. – Nie będzie z naszej strony jakiegokolwiek uznania tzw. autonomii Krymu, którą buduje w tej chwili Rosja i akceptacji nowo powstałych republik. Nie będziemy z tamtymi „parlamentami” nawiązywać jakiejkolwiek współpracy – zaznaczył.
W rozmowie z dziennikarzami marszałek Hołownia wskazał, że III Parlamentarny Szczyt Międzynarodowej Platformy Krymskiej niesie ze sobą bardzo prosty przekaz o tym, że „Krym jest ukraiński i ukraiński zawsze będzie”. – Wojna w Ukrainie nie zaczęła się w 2022, ale w 2014 roku. I musimy o tym pamiętać, żeby nigdy więcej nie popełnić błędu, którym było niedocenienie znaczenia inwazji, której wtedy Rosja dokonała – mówił.
– Dziś dzieją się tam rzeczy straszne. Ponad 40 tys. obywateli, mieszkańców Krymu przymusowo wcielonych do wojska, ponad 200 więźniów politycznych, setki porwanych i deportowanych do Rosji dzieci, co najmniej kilkadziesiąt morderstw politycznych – przypomniał.
– Wysłuchaliśmy poruszających świadectw Tatarów Krymskich – narodu, który Rosja chce zlikwidować. Ponad 800 zamkniętych szkół z krymskotatarskim językiem nauczania, wynaradawianie tej społeczności. Polski Sejm gościł przywódców krymskotatarskiej społeczności i jest jednym z 5 parlamentów, które przyjęły jasną deklarację mówiącą o tym, że to, co wydarzyło się w 1944 r. na Krymie to było ludobójstwo – zaznaczył.
– Miejsce Polski jest dziś w Rydze, z tymi, którzy wiedzą, że Ukraina jest ofiarą absolutnie bezprzykładnej agresji. Wysyłamy stąd sygnał do Kazania, gdzie Putin zwołuje państwa bloku BRICS. Mówimy jasno, że jeśli te kraje zastanawiają się z kim trzymać, to przyzwoity człowiek i przyzwoite społeczeństwo zawsze będzie trzymać stronę tego, kto jest ofiarą a nie agresorem. Dziś trzeba być w Rydze, nie w Kazaniu – oznajmił Szymon Hołownia.
W zorganizowanym po raz trzeci parlamentarnym szczycie Platformy Krymskiej uczestniczyli przedstawiciele ponad 50 parlamentów i zgromadzeń parlamentarnych organizacji międzynarodowych, w tym Zgromadzenia Parlamentarnego NATO. Współgospodarzami wydarzenia byli przewodnicząca Saeimy Republiki Łotewskiej Daiga Mieriňa oraz przewodniczący Rady Najwyższej Ukrainy Rusłan Stefańczuk.
Podczas debaty uczestnicy podkreślali znaczenie utrzymania silnego wsparcia społeczności międzynarodowej dla przywrócenia integralności terytorialnej Ukrainy, która obejmuje także Półwysep Krymski. Przypominano o licznych naruszeniach praw człowieka, dokonywanych zbrodniach Rosji na Ukrainie, w tym na ludności cywilnej. Forum było też okazją do omówienia najskuteczniejszych sposobów pociągnięcia Rosji do odpowiedzialności. Podkreślano, że obowiązkiem społeczności międzynarodowej jest zapobieganie naruszeniom prawa międzynarodowego.
Platforma Krymska to specjalny, zainicjowany w 2021 r., format międzynarodowej współpracy poświęcony problematyce nielegalnie anektowanego i okupowanego przez Federację Rosyjską od 2014 Półwyspu Krymskiego. Kooperacja odbywa się m. in. w oparciu o: wspieranie integralności terytorialnej Ukrainy, dążenie do deokupacji Krymu i innych części terytorium Ukrainy, zwiększanie presji politycznej i dyplomatycznej na Rosję (m.in. poprzez sankcje), przeciwdziałanie naruszeniom praw człowieka, dążenie do zapewnienia bezpieczeństwa w regionie Morza Czarnego. Pełnoskalowa agresja zbrojna Rosji na Ukrainę 24 lutego 2022 r. wymusiła zmianę postrzegania przez społeczność międzynarodową problemu aneksji Krymu. Znaczenie Platformy Krymskiej wzrosło i projekt mający gwarantować stałą obecność tego tematu w agendzie międzynarodowej przekształcił się w inicjatywę poświęconą bezpieczeństwu i stabilności całej Europy.

“We are the voice of those who lost theirs.” Speaker of the Sejm participated in the Summit of the Crimea Platform
The 3rd Parliamentary Summit of the International Crimea Platform was held in Riga on Thursday (24 October). Poland was represented by the Speaker of the Sejm, Szymon Hołownia. “Our role is to send a message to the world, using the right words. Words of respect rather than hate, words of love, rather than words of violence. These meetings are all about words; however, words are what spurs us to action,” the Speaker of the Sejm said in his speech.
“The whole world is listening to us. Our governments, our presidents will follow what we will say today. We are the voices of our parliaments but also those who lost their voice, in particular, the parliament of Crimea, the Mejlis of the Crimean Tatars, which has been suppressed by the Russian forces," Szymon Hołownia stated.
Speaker Hołownia emphasised that the war in Ukraine began in 2014. “Europe was fast asleep throughout the first eight years of this war,” he said.
“Crimea belongs to Ukraine and the Russian actions in the peninsula constitute a crime against humanity,” he assessed. He also referred to the deportation of Crimean Tatars from the peninsula to Central Asia in 1944 and noted that in July, the Polish Sejm had adopted a resolution recognising this deportation of Crimean Tatars from Crimea in 1944 and its consequences as an act of genocide against the Crimean Tatar nation. In this context, the Speaker of the Sejm also encouraged other parliaments to adopt similar resolutions.
Speaker Hołownia also noted that the participants of the Riga Summit were on the right side, unlike the delegations attending the BRICS Summit in Kazan. “If you do not know which side to stand on, always stand on the side of the victim, rather than the aggressor,” he said.
“We should never grow tired of helping Ukraine and continue to support it on the way to join NATO. Ukraine should become a NATO Member State as soon as possible. Patience, perseverance and consistency - that is the recipe for peace for Europe and that is the recipe for ensuring safety for the next generations of European citizens,” he declared.
President of Ukraine, Volodymyr Zelenskyy addressed the participants of the Summit. “We want to end this war and make sure that no other country will attempt a similar aggression. Therefore. we need to stand together and defend international law. The cooperation within the Crimea Platform is a real display of our commitment,” he said. As he stressed, unlike the representatives of the countries attending the BRICS Summit in Kazan, the participants of the Crimea Platform Summit in Riga stand on the right side of history. “What is happening here shows our commitment to the shared principles and values. Thank you for your support and contribution to the fight for justice,” he emphasised.
The Deputy Chairman of the Mejlis of Crimean Tatars, Nariman Dzhelyal, previously detained in Crimea and sentenced in violation of international law in the aftermath of illegal actions of the Russian Federation, stated: “The number of states participating in this platform shows that Russia has lost and failed to achieve its intended goal. This is not acceptable that one country decides on the fate and lives of the citizens of another country", he said. “I would like to thank all the representatives attending this Summit and contributing to the Crimea Platform, as well as supporting Ukraine and Ukrainian Tatars in their efforts to restore our rights and give us the opportunity to live in our homeland. I am grateful for recognising the deportation of Ukrainian Tatars in 1944 as genocide. I believe that parliaments of other countries will adopt similar resolutions,” he emphasised.
The summit in Riga was also an opportunity to attend bilateral meetings. The Speaker of the Sejm Szymon Hołownia, held bilateral talks, among others, with the Speakers of Parliaments of Sweden, Turkey, Albania, Portugal, Norway.
The meeting on Thursday was concluded by adopting a joint declaration which recognises the deportation of Crimean Tatars in 1944 as genocide. At the initiative of the Sejm, this issue was included in the document and gained support among the participants of the Third Parliamentary Summit of the International Crimea Platform.
Referring to the accepted declaration, the Speaker of the Sejm stressed that "it is a commitment for each of us to support Ukraine in all international efforts that will lead to the restoration of its territorial integrity". “We are not going to recognise the Autonomous Republic of Crimea, which Russia is trying to establish, in any way, shape or form. We will also never recognise other newly-created republics. We will not work with their parliaments, nor cooperate with them in any way,” he indicated.
Talking to journalists, Speaker Hołownia pointed out that the 3rd Parliamentary Summit of the International Crimea Platform sends a clear message that "Crimea is and will always be Ukrainian". “The war in Ukraine did not start in 2022. It actually started in 2014. We need to keep that in mind to avoid making the same mistake again, i.e. underestimating the significance of the Russian invasion,” he said.
“Today, Crimea is experiencing atrocities. More than 40,000 citizens were forcibly conscripted, there are more than 200 political prisoners, hundreds of children were abducted and deported to Russia, dozens were murdered in connection with their political activity,” he recalled.
“We listened to the moving testimonies of the Crimean Tatars - the nation that Russia wants to eradicate: more than 800 schools teaching the Crimean Tatar language closed and destroying the nationality of this community. The Polish Sejm hosted the leaders of the Crimean Tatar community and is one of 5 parliaments that have adopted a clear declaration stating that what had happened in 1944 in Crimea was genocide,” he emphasised.
“Today, Poland’s place is in Riga, with those who understand that Ukraine is the victim of absolutely unprecedented aggression. From here, we are sending a message to Kazan, where Putin has convened the BRICS Summit. We clearly state that if these countries are wondering whom they should cooperate with, any decent man and any decent society will always support the victim, rather than the aggressor. Riga, rather than Kazan, is the place to be at today,” Szymon Hołownia declared.
The 3rd Parliamentary Summit of the International Crimea Platform was attended by representatives of more than 50 parliaments and parliamentary assemblies of international organisations, including the NATO Parliamentary Assembly. The event was co-hosted by the Speaker of the Saeima of the Republic of Latvia, Daiga Mieriňa, and the Speaker of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk.
During the debate, its participants stressed the importance of maintaining strong support for the restoration of the territorial integrity of Ukraine which also comprises the Crimean Peninsula. Many reminded of numerous human rights violations and Russia's atrocities in Ukraine, including against civilians. The forum was also an opportunity to discuss the most effective ways to hold Russia accountable. It was stressed that it was the duty of the international community to prevent violations of international law.
The Crimea Platform is a special format for international cooperation, initiated in 2021 and dedicated to the issue of the Crimean Peninsula, which was illegally annexed and has been occupied by the Russian Federation since 2014. The cooperation is based, among others, on the support for the territorial integrity of Ukraine, striving to end the occupation of Crimea and other Ukrainian territories, increasing political and diplomatic pressure on Russia (including through sanctions), counteracting human rights violations, and pursuing security in the Black Sea region. Russia's full-scale military aggression against Ukraine launched on 24 February 2022 imposed a shift in the international community's perception of the issue of the Crimea annexation. The importance of the Crimea Platform has increased and the project designed to guarantee the continued presence of this topic on the international agenda has evolved into an initiative dedicated to the security and stability of Europe as a whole.
