W czwartek 3 czerwca marszałek Sejmu Elżbieta Witek wzięła udział w I Forum Parlamentarnym Inicjatywy Trójmorza. W spotkaniu zorganizowanym w formule online przez parlament Estonii uczestniczyli przewodniczący parlamentów państw Inicjatywy.
Wystąpienie marszałek polskiego Sejmu było jednym z przemówień otwierających obrady Forum. Jak podkreśliła na wstępie Elżbieta Witek, spotkanie szefów parlamentów regionu „jest przykładem żywego zainteresowania współpracą w ramach Inicjatywy Trójmorza, jednego z najbardziej ambitnych, współczesnych projektów regionalnych”. – Dziś zyskaliśmy wyjątkową okazję, aby porozmawiać o nim w gronie szefów parlamentów, tym samym rodzi się jego parlamentarny wymiar.
Elżbieta Witek zwróciła uwagę na znaczenie Inicjatywy Trójmorza dla wzmacniania możliwości rozwojowych i integracyjnych w naszym regionie. – To, co w 2015 roku rozpoczęło się jako wspólna wizja 12 krajów, jest dziś jednym z najbardziej ambitnych projektów geopolitycznych naszych czasów – podkreśliła marszałek Sejmu. Jak dodała, prezydent Andrzej Duda zakładał, że przedsięwzięcie to da Europie trzy impulsy: modernizacyjny, integracyjny i zjednoczeniowy. – Dziś z perspektywy niemalże pięciu lat funkcjonowania projektu możemy powiedzieć, że wszystkie te impulsy aktywnie kształtują podejmowane przez nas działania podkreśliła Elżbieta Witek.
Wśród impulsów modernizacyjnych marszałek Sejmu wskazała przede wszystkim unowocześnianie gospodarek, rozwój nowych technologii oraz sfery cyfrowo-informacyjnej. Implus integracyjny to spajanie państw Trójmorza siecią połączeń transportowych, energetycznych oraz cyfrowych. Impuls zjednoczeniowy zrealizował się już w momencie instytucjonalizacji współpracy przez podpisanie deklaracji w Dubrowniku. Zainteresowanie inicjatywą wykazują także kraje spoza Inicjatywy: Stany Zjednoczone, Japonia, Wielka Brytania, Grecja, Finlandia czy Cypr.– Jesteśmy otwarci także na bliską współpracę z państwami naszego najbliższego sąsiedztwa, w szczególności z Ukrainą, Mołdawią i państwami Bałkanów Zachodnich. Realizacja wspólnych inicjatyw z partnerami aspirującymi do członkostwa w UE stanowić będzie ważny wkład państw Trójmorza w proces europejskiej integracji – podkreśliła marszałek Elżbieta Witek.
Marszałek Sejmu zachęciła swoich odpowiedników do działań mających na celu zwiększanie świadomości znaczenia Inicjatywy Trójmorza. – Bardzo ważne jest wypracowanie skojarzeń, które będą budowały pozytywny obraz projektu w oczach naszych obywateli. Jest to doskonała przestrzeń do działania dyplomacji parlamentarnej – podkreśliła Elżbieta Witek. – Doskonałym narzędziem współpracy parlamentarnej, oprócz spotkań na szczeblu przewodniczących parlamentów, wydają się być także kontakty komisji, jako kolejne narzędzie budowania dialogu sektorowego między naszymi państwami – dodała marszałek Witek.
– Trójmorze to koncepcja zwrócona ku przyszłości, dlatego w budowanie lepszej przyszłości musimy włączać młode pokolenie – podkreśliła marszałek Sejmu. Jak dodała, w ostatnim czasie wśród polskich posłów narodziła się idea utworzenia forum dialogu i współpracy młodych parlamentarzystów z krajów Inicjatywy. – W moim odczuciu projekt ten stanowi bardzo cenną formę budowania kapitału politycznego na przyszłość, a także wspaniale wpisuje się w katalog instrumentów kształtujących widoczność Trójmorza w regionie – podkreśliła Elżbieta Witek, zapraszając delegacje młodych posłów reprezentujących parlamenty Inicjatywy na pierwsze spotkanie do Warszawy.
Inicjatywa Trójmorza jest płaszczyzną współpracy regionalnej między państwami Europy Środkowej i Wschodniej należącymi do Unii Europejskiej. Jej początki sięgają 2015 roku i pomysłu prezydenta Andrzeja Dudy, który dostrzegł potrzebę wzmocnienia potencjału państw leżących między morzami Adriatyckim, Bałtyckim i Czarnym. Pierwszy szczyt Inicjatywy odbył się w 2016 roku w chorwackim Dubrowniku. Do Inicjatywy Trójmorza należy 12 państw: Austria, Bułgaria, Chorwacja, Czechy, Estonia, Litwa, Łotwa, Polska, Rumunia, Słowacja, Słowenia i Węgry.

The 1st Three Seas Initiative Parliamentary Forum with the participation of the Speaker of the Sejm
On Thursday, June 3, Speaker of the Sejm Elżbieta Witek took part in the 1st Three Seas Initiative Parliamentary Forum. Speakers of the parliaments of the Initiative countries participated in the online meeting organized by the Estonian Parliament.
The speech of the Speaker of the Polish Sejm was one of the speeches opening the Forum's debates. As Elżbieta Witek emphasized at the beginning, the meeting of the heads of parliaments of the region “is an exemplification of the keen interest in cooperation within the framework of the Three Seas Initiative, one of the most ambitious contemporary regional projects”. “Today we have gained an exceptional opportunity to discuss it among the heads of parliaments, thus its parliamentary dimension is being born”, she said.
Elżbieta Witek drew attention to the importance of the Three Seas Initiative for strengthening development and integration opportunities in our region. “Something that began in 2015 as a shared vision of 12 countries, today constitutes one of the most ambitious geopolitical projects of our time”, emphasized the Speaker of the Sejm. As she added, President Andrzej Duda assumed that this undertaking would offer three thrusts for Europe: a modernising one, an integrating one and a unifying one. “Today, from the perspective of almost five years of its implementation, we are able to confirm that all these thrusts actively shape our actions”, said Elżbieta Witek.
Among the modernization thrusts, the Speaker of the Sejm indicated, first of all, the modernization of economies, development of new technologies together with the digital and information technology sphere. The integrative thrust is bonding the Three Seas countries through a network of transport, energy and digital connections. The integrative thrust was realized when the cooperation was formalized by signing the Dubrovnik declaration. There is also a growing interest in the initiative among external countries: the United States, Japan, Great Britain, Greece, Finland and Cyprus. “We are also open to close cooperation with our nearest neighbours, in particular Ukraine, Moldova and the countries of the Western Balkans. The implementation of joint initiatives with partners aspiring for EU membership will constitute an important contribution of our countries to the process of European integration”, emphasized Speaker Elżbieta Witek.
The Speaker of the Sejm encouraged her counterparts to take actions aimed at increasing the awareness of the importance of the Three Seas Initiative. “It is very important to forge associations that will build a positive image of this project in the eyes of our citizens. It is an excellent space for the work of parliamentary diplomacy”, said Elżbieta Witek. “In addition to meetings at the level of Speakers of Parliament, committee contacts seem to be an excellent tool for parliamentary cooperation, as they are yet another tool for building sectoral dialogue between our countries”, she added.
“The Three Seas Initiative is a future-oriented concept, therefore we need to involve the young generation in building a better future”, emphasized the Speaker of the Sejm. As she added, in recent weeks, an idea was born among Polish Members of Parliament to create a dedicated forum for dialogue and cooperation between young parliamentarians from countries which are part of the Three Seas Initiative. “I feel that this project will constitute a very valuable way of building political capital for the future, and it is also a splendid addition to the catalogue of instruments for raising the visibility of the Three Seas Initiative in the region”, emphasized Elżbieta Witek, inviting a delegation of young deputies representing parliaments of the Initiative to the first meeting in Warsaw.
The Three Seas Initiative is a platform for regional cooperation between the countries of Central and Eastern Europe that are member states of the European Union. It has its origins in 2015 and in the idea of President Andrzej Duda, who saw the need to strengthen the potential of the countries lying between the Adriatic, Baltic and Black seas. The first summit of the Initiative was held in 2016 in Dubrovnik, Croatia. 12 countries are part of the Three Seas Initiative: Austria, Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Lithuania, Latvia, Poland, Romania, Slovakia and Slovenia.
